חכם אברהם ביתאן נולד לאמו מרת בירכה ולאביו חכם רחמים בג'רבה שבתוניס.
חכם אברהם ביתאן למד את ראשית תורתו מפי חכם כלפון משה הכהן, ולימים שימש כרב בית הכנסת על שם חכם יעקב חורי בג'רבה.
חכם אברהם ביתאן נשא לאישה את מרת פלילה לבית חורי ונולדו להם שלושה ילדים,
בשנת תשי"ט (1958) חכם אברהם ביתאן זכה ועלה לארץ ישראל, יחד עם אשתו ושניים מילדיו, הוא התגורר במעברה ליד רחובות, ולאחר מכם עבר להתיישב בנתיבות. מספר שנים לאחר מכן עלו לארץ גם אביו ואמו יחד עם ילדו השלישי, והם התיישבו יחד איתו בנתיבות.
חכם אברהם ביתאן היה תלמיד חבר של חכם רפאל כדיר צבאן, והשתתף בקביעות בשיעורו השבועי, בנוסף היה שליחו של חכם רפאל כדיר צבאן והיה אחראי להפרשת תרומות ומעשרות בשוק של נתיבות.
חכם אברהם ביתאן נפטר ביום כ"ה חשוון תשס"א (2001) ונטמן בבית העלמין בנתיבות.
חכם אברהם ביתאן הוציא לאור את חידושיו בספרים הבאים: 'שמו אברהם א' - חידושי גמרא ושו"ת, 'והוכיח אברהם' - דרשות שונות, 'שמו אברהם ב' - חידושי תורה ודרשות', ו'ויוסף אברהם' - ליקוט הנהגות טובות.
"And all your children shall be disciples of the LORD, And great shall be the peace of your children." The way that they will "be disciples of the LORD" – that is, learned in Torah and (having) fear of Heaven – is by "great shall be the peace of your children". This means that by being together in peace, brotherhood and friendship they will be able reprimand one another, and that the words of reprimand will be heard, so that all will follow God's path. This is also understood from the following: Hillel says, "Be of the disciples of Aaron, loving peace and pursuing peace, loving the creatures and bringing them closer to Torah." When one loves and pursues peace, and loves people, one can reprimand them what one says is accepted; they follow the paths of God and fear of Heaven. For this reason, the text ends with "bringing them closer to Torah".
